Lukhona Mnguni, Rise Mzansi’s mayoral candidate for Johannesburg, has stressed that coalition decisions, including the quality of leadership and transparent agreements, will be decisive in the upcoming local government elections, cautioning that the African National Congress (ANC) will struggle to justify its coalition involvement due to widespread public discontent with its governance. Speaking on Monday, Mnguni argued that coalition agreements must exclude parties implicated in criminal acts and prioritise the interests and transparency of Johannesburg residents.

Rise Mzansi And Emphasis On Leadership

Addressing political reporters, Mnguni stated, “I do think that people are exceedingly disappointed in how the ANC is governing this city.” He emphasised the need for a principled, transparent approach: “Starting with principles, quality of leadership, coalition agreements, and ensuring that residents have a much more transparent path to coalition formation than we have had previously.” Rise Mzansi’s stance is that coalition agreements must be both open to public scrutiny and built on integrity, particularly as coalition instability has previously destabilised municipal service delivery.

National And Political Context Of Coalition Governance

The recent 2024 national and provincial elections left no single party with an outright majority, resulting in the formation of a Government of National Unity (GNU). The GNU’s Statement of Intent outlined foundational values and consensus decision-making as guiding principles. In anticipation of further coalition scenarios, the ANC has proposed a framework for coalition governance revolving around stability, accountability, and integrity, while the Democratic Alliance (DA) has introduced a five-point plan to formalise rules, including public coalition agreements and limits on no-confidence motions. Parliament has previously noted that instability in coalitions can severely hinder municipalities’ capacity to pass budgets, appoint managers, and implement policies.

Political analysts note that coalition choices in Johannesburg and other cities will serve as a bellwether for local government effectiveness countrywide, as party alignments and coalition arrangements continue to define South Africa’s political landscape.
