The Madlanga Commission is investigating allegations of misconduct within the National Prosecuting Authority’s Investigating Directorate Against Corruption (IDAC), with its head Andrea Johnson under scrutiny after testimony by a whistleblower and former Hawks officer accused her of improperly sharing confidential information with a suspect, according to evidence led on 10 July 2026.

Commission Hears Evidence Of Docket Misuse

Retired Hawks officer Colonel Kobus Roelofse testified that Andrea Johnson, as head of IDAC, obtained a confidential police docket and forwarded it to Crime Intelligence head Feroz Khan—himself a suspect in an assault case. This testimony formed part of the evidence led before Justice Madlanga into alleged misconduct within senior law enforcement ranks.

The Commission has also granted applications for Witnesses N and O to provide evidence in camera on matters relating to Johnson and former NPA head Shamila Batohi, as confirmed by the Madlanga Commission chair. These witnesses are expected to address issues around a criminal complaint involving Feroz Khan and alleged high-level interference in its handling.

Ministerial And Legal Consequences Under Consideration

Justice Minister Mmamoloko Kubayi confirmed that a formal complaint against Andrea Johnson is being investigated by her office. Kubayi stated, “Once we receive those specific cases, as the executive authority, we will definitely act.” She further assured that any official in her department implicated in wrongdoing by the Madlanga Commission will face consequences, according to the Department of Justice’s public statement.

The Madlanga Commission has previously reported finding prima facie evidence of wrongdoing against several individuals, including law enforcement leaders such as suspended Ekurhuleni acting police chief Julius Mkhwanazi. The latest proceedings mark a significant escalation in scrutiny of both the IDAC and the National Prosecuting Authority’s leadership.

The Commission’s investigation—established to probe systemic corruption and misconduct in South Africa’s criminal justice system—has brought high-profile officials under renewed public and political attention.
