National Director of Public Prosecutions Andy Mothibi declared that no official is above investigation during a speech at Daily Maverick’s The Gathering 2026 in Cape Town on 11 September. He confirmed sweeping reforms within the Investigating Directorate Against Corruption (Idac) and intensified global action to trace assets stolen during the state capture era.

Idac Reset And Internal Accountability

Mothibi said the NPA had already suspended officials implicated in misconduct uncovered by the Madlanga Commission and was implementing a full six-month reset of Idac. The programme includes a complete audit of every case the unit handled, a review of governance, staffing, and operational procedures, and the installation of an acting head, Ntuthuzelo Vanara, as reported by Daily Maverick.

“None of us is immune… If evidence points to anyone in the police, anyone in the NPA, across criminal justice system, we have to act,” Mothibi told the audience.

He stressed that even officials who have resigned would face consequences if criminality is established. A new clearing house is being set up to scrutinise cases that were improperly authorised, confirming earlier pledges made when the reset was announced in July.

International Pursuit Of State Capture Assets

The NPA is expanding mutual legal assistance with authorities in the United Arab Emirates and India to locate assets linked to the Gupta family and other state capture networks. Mothibi revealed that Interpol’s Silver Notice system is now being used to seek information on properties and funds tied to criminal activity.

“We are unfailingly pursuing every avenue that international law can afford us,” he said.

Former Constitutional Court justice Edwin Cameron, also speaking at The Gathering, argued that the certainty of prosecution mattered more than sentence length. The NPA confirmed it had already begun acting on Madlanga Commission evidence as early as March 2026, months before the commission concluded.

The Idac reset is expected to deliver its full case audit by the first quarter of 2027, with criminal charges likely to follow where investigators uncover sufficient proof.
