Dina Pule Returns to Cabinet as Minister of Social Development

President Cyril Ramaphosa appointed Dina Pule as Minister of Social Development on 30 June 2026, marking her return to the national cabinet after over a decade. Pule, who previously served as Minister of Communications from October 2011 until July 2013 under President Jacob Zuma, was dismissed following findings of unlawful and unethical conduct by then Public Protector Thuli Madonsela.

Dina Pule’s time as Minister of Communications was defined by several controversies, most notably the Telkom board crisis in October 2012. According to TechCentral, at Telkom’s annual general meeting Pule exercised her authority by voting against the election or reelection of nonexecutive directors and two new management share incentive schemes, resulting in board instability and criticism of government interference.

Pule was dismissed from cabinet on 9 July 2013 after the Public Protector found her conduct to be unlawful. Jan Vermeulen, reporting for MyBroadband, noted that Madonsela required Pule to apologise to Parliament, her department, and the Sunday Times for ‘persistently lying and unethical conduct’.
